1: Using a mortar & pestle or a mixer, make a coarse paste out of the chilli, ginger and garlic. 2: Heat butter in a pan and add the cumin seeds. Add the onion and the prepared paste. Saute until the onion turns translucent. 3: Add the capsicum and saute for 1 minute. 4: Add the tomato, salt, red chilli powder and Pav bhaji masala. Saute for 2 minutes. 5: Add water and mix well. Cover and simmer for 10 minutes, stirring occasionally. 6: Mash lightly if the mixture is very lumpy. Reduce it until it turns thick. 7: Remove the mixture into a bowl. 8: Cut a pav in half almost all the way through, but not completely. 9: In the same pan, melt butter and toast the pav lightly. Spoon the prepared masala onto the Pav. 10: Serve garnished with onion, coriander and lemon wedges.
